October 10, 1999 Governor Signs Safe Hospital Staffing Law Nurses:
'First in Nation Act Will Save Patient Lives':

"The California Nurses Association today hailed the signing of landmark legislation that will make California the first state in the nation to require safe hospital staffing, and pledged to begin work immediately to implement the new law. Gov. Gray Davis Sunday signed AB 394, a bill authored by Assemblymember Sheila Kuehl (D-Santa Monica) and sponsored by CNA.

Assignment of Nursing Care to Patients, NIH Clinical Center Nursing Department:"The assignment of patient care must be based on the patient's care requirements, the environment in which the nursing care is provided, the documented competence of the nursing staff member who is to provide the care, the degree of supervision required by, and available to, this person. Additionally, assignment shall be based on minimizing the risk of transfer of infection. Certain standards must be considered when making patient care assignments."

Bill Aims To Boost Staffing Of Nurses: Hospital Group Says Measure Not Answer:"The Safe Nursing Care Bill, by Sen. Dede Alpert, D-Coronado, would require the state to set minimum nurse-patient ratios and prohibit unlicensed hospital workers from performing a nurse's job. The bill faces powerful opposition from hospitals and executive-level nurses, who fear new regulations would deprive them of staffing flexibility, especially during a nursing shortage."

Short staffing lowers the quality care for residents, creates a hazardous environment for workers and leads to Certified Nurse Aide (CNA) turnover rates greater than 100%. Several trends exacerbate this problem. Acuity levels have increased in nursing homes but staffing levels have not kept up."
